SMETHPORT — At Tuesday’s meeting, the McKean County commissioners approved two resolutions concerning the 2021 Community Development Block Grant Program.
Under the terms of the first one, the commissioners authorized the Redevelopment Authority of the County of McKean to file the appropriate application with the Department of Community and Economic Development for the McKean County program, fiscal year 2021, three year plan, on behalf of various applicants in the amount of $245,162.
The itemized list shows $30,000 for Americans with Disability Act compliance at the Port Allegany Senior Center; $30,000 for ADA compliance for the Hamlin Lake Park restrooms; $131,000 for the Homeowner Housing Rehabilitation Program in Kane, and Foster, Eldred and Keating townships; $10,000 for the county’s county-wide spot demolition; and the remainder to be used for program administration.
Under the terms of the second one, which is similar, the commissioners authorize the RACM to file the necessary application with the DCED on behalf of Bradford Township, Fiscal Year 2021, three-year plan, for $102,016.
The breakdown of this funding shows $73,653 for low/moderate income housing rehabilitation; $10,000 for spot demolition; and the balance to be used for administering the program.
In another financial matter vote, commissioners approved a contract with the Pennsylvania Office of the Budget, with the county as grantee for funding for a capital budget construction project for the Wilds Sonshine Factory Project for $489,200.
With another approved resolution, the Vineyard Gas proposal, there will be no changes in the existing gas sale and purchase agreement for 24 months at the NYMEX monthly settlement price plus $.07 per dekatherm from November 1, 2021, to October 31, 2023.
Commissioners approved one county aid application. Corydon Township plans to use their allocation of $1,154 for anti-skid.
Commissioners tabled the Ardagh lease agreement for the radio site from October 11, 2021, to October 12, 2041 for $1.00 annually during the initial 20-year term, with an option to renew for four five-year leases at no lesser amount.
In other votes, commissioners also approved:
*the North Central Pennsylvania Regional Planning and Development Commission PREP reimbursement agreement for 2021-22 for $13,059; and
*the allocation of $25,000 from CARES funding for volunteer and non-profit agencies who provided facilities and other services or were allocated earned volunteer time from the McKean County cooperative effort for vaccination clinics.
