Bradford Sanitary Authority heard an update on the stormwater review of Bradford City properties at Tuesday’s regular meeting.
For the project, city parcels are being reviewed to see if stormwater bills are being sent to everyone who should be paying them. The authority has 168 parcels to investigate further before adding these parcels to stormwater billing.
Also at the meeting, the authority approved the allocation of one equivalent dwelling unit (EDU) for a proposed commercial structure at 50 Foster Brook Blvd., Foster Township. E&M Engineers and Surveyors requested the EDU on behalf of Bradford Retail LLC.
While the authority did not say what type of business is in the works, they did report that a new commercial store about 2,000 square feet in size is slated to be built, along with a driveway, parking lot and support facilities.
The plan is to have a single public toilet, and the developer anticipates no more than eight employees will be on site at any time. The anticipated sewer rate is 280 gallons per day at 35 gallons per person.
Executive Director Steve Disney said the reeds by the wastewater treatment plant are starting to grow well, even though the authority was unable to burn them last year. The reed beds were installed in 2019 for the sludge dewatering process.
Disney also provided updates on Phases 2 and 3 of the wastewater treatment plant project.
Under Phase 2, the authority has put out to bid the demolition of the smoke stack, which is a Pennvest project in which disadvantaged business enterprise (DBE) requirements apply. A pre-bid meeting will be at 10 a.m. April 27, and bid opening will be May 13. The disposal site will be on authority property off Seaward Avenue.
Also under Phase 2, employees continue work on projects, which have included building a barrier wall between the old furnaces and main floor; building office space for the plant foreman; cleaning, painting and reorganizing the old shop area and adding workbenches, lighting cabinets and fastener bins; and getting new brackets and lifts for safely pulling the SBR WAS pumps.
Under Phase 3, engineering firm Gannett Fleming plans to reach out to the general contractor for Phase 3, Hickes, about doing a walk-through evaluation of the whole project in May or June.
Also, Gannett Fleming has already reached out to Hickes about a small oil leak on the Digester #2 blower. Hickes contacted the supplier, and a tech will come review the problem.
Regarding field operations, a crew is evaluating sanitary sewer Subsystem #1, which consists of 13,774 feet of sanitary main and 45 manholes. The authority will hold a planning meeting this week to fine-tune the process and develop basic reporting criteria.
Auditors from Buffamante, Whipple and Buttafaro have completed the BSA financial audit for the years ending Dec. 31, 2020, and 2019. The authority received a qualified opinion with no instances of noncompliance.
