RIDGWAY — The Department of Homeland Security, with help from Ridgway Borough Police, recently arrested a Ridgway man on federal child porn allegations.

According to Ridgway police, James L. Kinnison, 22, of 223 Monterey Ave., was arrested on a warrant from the U.S. District Court for the Southern District of Georgia.

Kinnison faces a single charge of distribution of child pornography, a felony, according to court records.

According to the indictment, the grand jury is alleging that on Oct. 27, 2018, Kinnison distributed child pornography. He allegedly distributed it in Madison County within the Middle District of Tennessee, as well as in Richmond County within the Southern District of Georgia.

At his arraignment Monday afternoon, held over video before Magistrate Judge Brian Epps, Kinnison pleaded not guilty.

When Kinnison was first arrested in Pennsylvania, he appeared before Magistrate Judge Richard A. Lanzillo of the Western District of Pennsylvania. At that time, Lanzillo set bail at $10,000 unsecured bond, and Kinnison was released, court records indicate.

On Monday, Epps maintained the same bail for Kinnison, along with the same bail conditions set by Lanzillo.

Pretrial motions are due by Dec. 9.

Court records indicate that the maximum penalty for the charge against Kinnison includes up to 20 years of imprisonment, up to supervised release for life and up to a $250,000 fine. The actual punishment Kinnison would receive if he is convicted would be based on his criminal history and the seriousness of the allegations.
