A bid was accepted for the Second Ward Streetscape Improvement Project during Tuesday’s Bradford City Council meeting.
The resolution awarded the contract to Bob Cummins Construction in the amount of $392,580 with a unanimous 5-0 vote of approval. The project is funded through a Competitive CDBG grant and the Neighborhood Partnership Program.
Councilman Brad Mangel discussed the topic of plastic recycling during the meeting as well. He noted that the city’s move to do away with plastic recycling was made before his tenure on council. He explained that he had made a visit to the facilities on Route 6 in Smethport, where McKean County offers a no-sort program where recycling is put into a container. The items should be put into the container without a plastic bag, as all bags are thrown away by Casella, the company transporting the recyclables.
The McKean County facility is open from 7 a.m. to 3:30 or 4 p.m., depending on the day of the week. For those who wish to visit the facility after hours, a card can be purchased that will provide access.
Mangel noted that he plans to begin recycling plastic via the facility in Smethport and advised any city residents who are interested in recycling plastics to do the same. City residents can still recycle paper and cardboard, glass and metal and aluminum cans through the city’s program. Mangel also made note of the fact that neither the city nor the county make any money from the recycling programs in place.
In other business, council approved a downtown revolving loan fund agreement in the amount of $10,000 with Kelly Daniels, doing business as Muddy Paws, LLC., for the purpose of purchasing equipment for her dog grooming business. The business is located at 62 Main St.
Council also approved a proposal from Graham’s Greenhouse & Landscaping to provide landscaping services for the City’s Downtown Streetscape areas, gateway areas, Veteran’s Square, City Hall and the OECD facilities, 19 sites total. The proposal was for $23,863.
During the visitors’ portion of the meeting, a resident of Circle Drive offered concerns about vacant houses in the area and the fact that homeless people have been seen staying in the houses overnight.
Mayor James McDonald and Bradford City Police Chief Butch Bartlett both suggested that any city residents that observe peopleentering condemned or vacant houses should contact the police and report the situation.
Another concern related to a car in the area that has been sitting in the same spot for several weeks will be looked into by city maintenance staff.
