Foster Township supervisors voted to approve various appointments for the township during the reorganizational meeting of Foster Township Supervisors Monday.
George Hocker will remain supervisor chairman; Gus Crissman will remain vice chairman and Shannon Morgan will continue as secretary treasurer.
In other township appointments, Crissman was named as road master; Supervisor Carl McCracken as police liaison; Hocker as sewer liaison; Chad Babcock as road foreman; Tom Munn as police chief; Mark Grassi as zoning officer; Kevin Shaffer as code enforcement officer; Stapleford & Byham LLC as township solicitor; Cafardi, Ferguson, Wyrick, Weis & Stotler as labor solicitor and Stiffler, McGraw & Associates Inc., as township engineer.
Appointments to township boards included Bob Zumstein to a four-year term for the planning commission; Jay “BJ” Campbell to a five-year term for the zoning board; Richard Pedine to a three-year term for the property maintenance appeal board; William Smith to a three-year term for the Uniform Construction Code appeal board and William Hallock for a one-year term as an auditor.
Township representatives were named as follows: Derrick City Fire Chief — Jim Kelley; Derrick City Fire Department President — Stephanie Scrivo; Rew Fire Chief — Mike McConnell; Rew Fire Department President — Amanda Jackson; Foster Township Emergency Management Coordinator — Sally Scrivo; Bradford Area Public Library — Morgan; Bradford District Flood Control Authority — Donald Fredeen; McKean County Planning Commission — Pete Gardner and McKean County Tax Collection Committee — Morgan.
Meetings will continue to be held the first Monday of each month at 7 p.m. at the Municipal Building.
Supervisors also approved payment of $62,872.14 to M and B Services LLC., for work completed through Nov. 22, 2019, pending review of the engineer.
Munn reported that during the month of December, officers dealt with 171 complaints, ending the year with a total of 25,040; officers responded to 13 motor-vehicle accidents in December for a total of 113 for the year and 32 citations were issued, bringing the total for the year to 398.
During the Road Report, Crissman noted that pot holes were patched on “all roads needing it,” ditches were cleaned on Mark Lane, brush was cut on Interstate Parkway, Long Lane, Rew Service and Bordell Road; Boom mowing was completed on Rew Service and Bordell Road and roads were plowed and sanded 14 times.
During 2020, projects that are planned include paving on Russell Boulevard, Fernwood Drive, Bates Road and Smith Drive; skin patching is planned for Hedgehog Lane and the bottom of Bordell Road and tar and chipping is slated for Seaward Avenue, Cornelius Lane, Bordell Road and Lafferty Hollow Dirt.
In old business, it was announced that the traffic light at the intersection of Bolivar Drive and East Main Street will be completed this week. Hocker explained the day given was Wednesday, “if the wires were moved by Verizon and Comcast.” Hocker said it might be best to “give them until Friday, to be fair.”
Crissman noted that in regard to the county mapping project and the question of whether property owner’s names can be added to the map, the township canceled the contract with North Central and will be transferring the project to McKean County, “who will be producing for us.”
In new business, Crissman noted that four-wheeler and snowmobile access to township roads is a work in progress. He noted the access is “coming” but explained the supervisors have more work to do on the matter.
