A criminal case against Bradford man who is accused of assaulting a man and going through his pockets was one of several scheduled for preliminary hearings Wednesday in Bradford.
Andrew I. Meadows, 18, of Bradford, had the following charges against him bound to McKean County Court at a hearing before District Judge Dominic Cercone: robbery-inflict serious bodily injury and aggravated assault, first-degree felonies; and theft by unlawful taking, a first-degree misdemeanor. Also bound to court was a charge of robbery-take property from another by force, a third-degree felony, which was added later.
According to the criminal complaint, at 9:58 p.m. Nov. 16, Meadows punched another man a couple of times, causing the man to fall to the ground. After a third man — Dylan Dinch — punched the alleged victim and knocked him unconscious, Meadows went through the man’s pockets and took a phone and cash, the complaint indicated.
Meadows is in McKean County Jail in lieu of $75,000 bail.
Also on Wednesday, Shawn M. Cabisca, 28, waived hearings for two separate criminal cases, which had been scheduled before Cercone. Cabisca is charged with the following: in one case, disorderly conduct, a third-degree misdemeanor, and summary public drunkenness; and in the other case, burglary, a second-degree felony; two counts of criminal trespass, third-degree felonies; terroristic threats and possession of an instrument of crime, first-degree misdemeanors; simple assault, a second-degree misdemeanor; misdemeanor possession of drug paraphernalia; and summary harassment.
According to one criminal complaint, at 7:18 a.m. Sept. 3, which was a cold morning, a police officer dispatched to 350 E. Main St. found Cabisca to be shirtless, “sweaty, covered in cuts and not making sense.” The officer told Cabisca to go to a friend’s house, and Cabisca told him he had bugs in and on him and he cut open his knee with a knife to get a bug out; He also said he just used methamphetamine, the complaint stated. At 8:41 a.m., police were called back out for a male running through traffic; an officer found Cabisca at 350 E. Main St. allegedly standing in the hallway talking to the door.
Then, at 11:04 a.m. Nov. 4, Bradford City Police were dispatched to the area of 80 Maplewood Ave. for a fight in progress. On arrival, police could hear a male yelling inside the home, and Cabisca exited and approached the officers.
Cabisca came out of an abandoned house at 72 Maplewood Ave., Bradford, and entered 80 Maplewood Ave. without permission while carrying a golf club because he mistakenly thought someone was holding his girlfriend there. He threatened to kill a man who was doing work for the owner of 80 Maplewood; While the man was on the phone with 911, he tried to push Cabisca out the door, and Cabisca punched him in the head. Police believe Cabisca’s actions were due to a delusion brought on by meth use, according to the complaint.
Cabisca was released Wednesday on unsecured bail.
Kevin Atkinson, 59, of Bradford, had the following charges bound to McKean County Court at a hearing before District Judge Richard Luther: endangering the welfare of a child, which was initially a misdemeanor but changed to a third-degree felony; simple assault and indecent assault, second-degree misdemeanors. According to the criminal complaint, Atkinson hit a teenage boy with a stick, causing bruises on the teen’s shoulder, back and upper buttocks, because the teen was chewing loudly at a restaurant. Through further investigation, it was determined that Atkinson had assaulted the victim on numerous occasions. Also, Akinson indecently touched the male on more than one occasion, the complaint alleged. Atkinson is free on $25,000 unsecured bail.
Richard L. Gould III, 29, waived a hearing in one case and pleaded guilty in a second case before Cercone. In the case where he waived a hearing, Gould is charged with escape, a third-degree felony; conspiracy to deliver a controlled substance, a felony; possession of a controlled substance, possession of drug paraphernalia and one count of conspiracy to possess a controlled substance, misdemeanors. According to the criminal complaint, at 12:25 p.m. on Sept. 27, Gould and Dan Roach were at a convenience store on Jackson Avenue, when they saw a state parole officer Roach recognized because he had been on state parole. Roach believed he was wanted by police for “recent criminal behavior” so Gould agreed to hold onto Roach’s methamphetamine in case the parole officer talked to them, the complaint stated. The parole officer saw Roach give Gould the two white baggies of meth, and police were dispatched and followed Gould. While an officer who started detaining Gould was waiting for additional officers, Gould ran away and was taken into custody a short time later, court records indicate. In the other case, Gould pleaded guilty to a charge of possession of drug paraphernalia and was ordered to pay fines and costs. Gould is in jail in lieu of $10,000 bail.
Spencer R. Bess, 27, of 32 King St., Eldred, had a single charge of cruelty to animals, a second-degree misdemeanor, bound to McKean County Court at a hearing before Luther. According to the criminal complaint, on Oct. 21, Bess taped a dog’s mouth shut with electrical tape because it was barking; After the tape was removed, Bess kicked the dog off the porch of a residence. He is free, having posted 10% of $5,000 bail.
Twanda R. Harvey, 56, of Bradford, had a misdemeanor charge of terroristic threats withdrawn. Harvey had been scheduled to appear for a hearing before Cercone for allegations that she made threats at the YWCA.
