Drug charges against a Bradford man filed on Friday stem from the investigation of an alleged summary violation, court records indicate.
Kenneth R.F. Bell, 23, of 174 Elm St., Apt. 1, Bradford, was arrested Friday and charged with one felony count of possession with the intent to deliver a controlled substance, six misdemeanor drug charges, and two summary counts of permitting violation of title-depositing waste on highway.
According to the criminal complaint, a Bradford City police officer was assisting with a home visit for McKean County Children and Youth Services, when he saw two male passengers in a car ash their cigarettes on the ground — a violation of the law on scattering rubbish.
The officer went to inform them of the violation. He looked at their IDs and noticed the odor of marijuana coming from the car, the complaint stated. The officer asked the males to get out of the car, and the owner of the car — Bell — returned from a nearby home on Charlotte Avenue. Bell asked the officer about the officer’s involvement there, and the officer explained.
Bell and his passengers were asked to put items from their pockets on the rear of the car. Bell had three containers holding a total of $2,738 in cash, according to the complaint.
The following items were seized from the engine compartment of Bell’s car: a box containing 3.7 grams of what appeared to be marijuana as well as a gold coin often used by drug dealers to calibrate scales, a grinder and a glass marijuana pipe, court records stated. Police also seized Bell’s cell phone and car.
One of the passengers had a scale with leafy green residue on it in his front pants pocket, the complaint indicates.
As of press time Monday, there was no indication that charges were filed against Bell’s passengers.
Bell is in McKean County Jail in lieu of $75,000 bail, and a Central Court appearance is scheduled for Thursday.
