Anyone who wants to travel over Rock City Hill between Bradford and Olean, N.Y., is out of luck for a few weeks.
A bridge along Route 646 on Olean Road in Foster Township is temporarily closed while the Pennsylvania Department of Transportation replaces it. A temporary detour is in place.
The bridge, which traverses Pennbrook Run, has been closed since last week, and PennDOT anticipates it to reopen to traffic at the end of August. No specific opening date has been given.
Foster Township Supervisor Chairman George Hocker said he’s received a handful of complaints from residents, but explained, “It still comes back to the bridge is dangerous.”
He explained the bridge replacement, which has been in the planning stages for several years, will make the bridge safer for traffic.
“There is an emergency go-around,” Hocker noted.
The go-around is available only to emergency services in case something happens on the other side of the bridge site. Local police, fire companies and the Bradford ambulance each have a key to the go-around so they can get to the site fast.
While the go-around is not set up to handle everyday traffic, other travelers will have to follow the detour along Route 646 (Olean Road), Route 346 (Main Street) and Route 546 (Oil Valley Road), according to PennDOT.
The detour takes motorists into Knapp Creek, N.Y., and Otto Township, according to Hocker.
PennDOT said the bridge is one of 558 set to be replaced under the Rapid Bridge Replacement Project.
The Rapid Bridge Replacement Project is a public-private partnership (P3) between PennDOT and Plenary Walsh Keystone Partners (PWKP), under which PWKP “will finance, design, replace and maintain the bridges for 25 years,” PennDOT reported.
The purpose of the partnership is to get bridges repaired more quickly and at a lower cost, the agency indicated.
