SMETHPORT — The McKean County commissioners adopted a resolution Wednesday accepting the proposal from Northwest Bank for the purchase of a tax and revenue anticipation note in the amount of $3.5 million at a 1.89 percent interest rate.
The maturity date is June 30.
State law allows local governments to borrow funds for meeting obligations before receiving the anticipated taxes and revenues for the new fiscal year.
In an ordinance OK’d Wednesday, the county recorder of deeds, acting under Act 152 of the Legislature, will begin charging a special deed and mortgage recording fee of $15 for each such recording as an alternative method for county governments to raise revenue at the local level for demolishing blighted properties.
The ordinance, which becomes effective 60 days after adoption, defines “blighted properties.”
Commissioner Chairman Al Pingie said, “This ordinance is focused on demolitions throughout the county.”
Commissioners also approved a resolution outlining the county’s local match of $79,790 for state operating financial assistance to the Area Transportation Authority for the year July 1 through June 30, 2019. The quarterly payments amount to $19,947.50 for the fiscal year.
Another approved resolution sets the working hours for the courthouse for 2018 from 8:30 a.m. to 4:30 p.m., except for the period of June 1 through Aug. 31, when the designated hours will be 6 a.m. to 4 p.m.
“These hours do not apply to the court system, jail or the 911 Emergency Center,” Pingie noted.
Commissioners’ meetings for 2018 are slated for 10 a.m. Jan. 2 and 23; Feb. 13 and 27; March 13 and 27; April 9 and 24; May 8 and 22; June 12 and 26; July 9 and 24; Aug. 14 and 28; Sept. 11 and 25; Oct. 8 and 23; Nov. 13 and 27; and Dec. 11 and 16.
Retirement board meetings in 2018 are scheduled for 1 p.m. Jan. 2, April 5, Aug. 14 and Nov. 7.
Meetings of the salary board will begin at 1:15 p.m. Jan. 2 and Oct. 5.
Commissioners approved two invoices: The payment of $5,318 to Ceres Township represents funds for its completed Liquid Fuels project for 2017; the county Office of Human Services payment of $6,250 is the second quarter allotment for the fiscal year 2017-18.

Bradford Regional Airport Authority: Cliff Lane, Fred Fesenmyer and Ken Kane.
McKean County Industrial Authority: Sue McClelland.
North Central Pennsylvania Regional Planning and Development Commission’s full board of directors: Pingie and Carol Duffy, county representatives; Jeremy Morey, planning representative; Dr. Livingston Alexander, education/workforce development representative; Tom Riel, Bradford City representative; and Sara Andrews, alternate Bradford City representative.
NCPRP&DCs Executive Committee: Pingie.
McKean County Office of Human Services: Pingie.
Resource family contracts were approved for Chase and Jessica Colby, Shinglehouse; Nancy Howard, Lewis Run; Tyler and Bonnie-Lee Salada, Port Allegany; and William and Debra Taylor, Bradford.
