SMETHPORT — A Smethport man who worked as the superintendent of schools in Coudersport was arrested on Halloween for allegations that he exposed himself to his neighbors.
Richard F. Toner, 70, of 1010 W. Main St., was arraigned Tuesday before District Judge William Todd on charges of indecent exposure, a second-degree misdemeanor, and open lewdness, a third-degree misdemeanor, court records state.
According to court records, at 11:30 a.m. Monday, Toner stood naked in front of his bay front window, which faced West Main Street — and a neighbor’s house. He allegedly had his genitals displayed and was touching himself.
There are children who live in that neighboring house, as well as other children living in the neighborhood, court records state.
Toner was committed to McKean County Jail in lieu of $15,000 bail, and he is scheduled to appear in Central Court on Nov. 9.
Toner was the Coudersport Area School District superintendent from 2008-13.
