The city of Bradford no longer has a chief financial officer.
The position, which has been held by Michael Shanks since August 2013, was eliminated, effective May 26. On Tuesday, city council introduced an ordinance that called for the removal of the position.
“It was a worthwhile position. It generated significant revenue, but council felt the position was no longer needed,” said Mayor Tom Riel.
He said the city and Shanks parted ways amicably.
Several years ago, consultants Delta Development had recommended the city hire a CFO to oversee the day-to-day operations of the city, track revenues and expenditures and to prepare the city’s annual budget.
Back in 2013, then-Councilman K. James Evans said, “Council saw this as a strong need for the city.”
On Wednesday, Riel said, “In the last few years, things have changed.”
The decision did not come lightly, he said. Shanks had been paid $71,209.42. When he started in 2013, he was first paid $65,000.
Some of the chief financial officer duties will be brought back to the city treasurer’s office, Riel said. Other responsibilities would be handled by other staff in city hall. The city also plans to fill a part-time position with some of the duties.
Before coming to the city, Shanks was a senior accountant at Beacon Light Behavioral Health Systems and a financial analyst at Bradford Regional Medical Center.
