Charges were filed Friday against Oakley Zeddy Mulkin, 24, who is now incarcerated in state prison in Rockview, Coudersport-based state police reported.
Mulkin is charged with drug delivery resulting in death, a first-degree felony; criminal use of a communication facility, a third-degree felony; and two counts of possession with the intent to deliver a controlled substance, both felonies, court records stated.
According to police, the alleged incident occurred between 10:30 p.m. May 11, 2016, and 2:30 a.m. May 12, 2016, at 38 Hyde Road, Sharon Township. Twenty-eight-year-old Jordan Whitsell died.

The charges were filed by state police in the office of District Judge Kari McCleaft. Court records indicate that Mulkin has yet to be arraigned. No attorney is listed for him.
Mulkin is currently serving a prison sentence because he pleaded guilty to drug delivery allegations in two separate cases in 2016 in Potter County.
