SMETHPORT — The McKean County Commissioners approved a resolution Thursday authorizing the county to enter into a trail easement agreement with the Headwaters Charitable Trust.
According to county planning director Jeremy Morey who attended the meeting, the trust will own the property, and the county needs an easement to work on the property, the site of the 3.9-mile trail between Mount Jewett and the Kinzua Bridge State Park.
The county has already received $1 million in a grant from the Pennsylvania Department of Transportation’s Transportation Alternatives Program, funding that will be used for trail development.
The trail, which will be open only for snowmobiles and scooters for the handicapped, is to be covered with trail surface aggregate, as required by PennDOT.
In another resolution OKd by a 2-0 vote — Commissioner Cliff Lane presided in the absence of Chairman Al Pingie — the county’s new emergency operations plan is now in effect. This document outlines the policies and procedures the county’s emergency services will follow while responding to incidents threatening life and property and coordinating duties with state and federal agencies.
Commissioners approved a resolution that allows the county to accept offers for purchasing property from the McKean County Repository for unsold property. Chief assessor Angie Tennies said the 19 properties in Bradford City, Kane Borough, and Foster and Lafayette townships failed to sell at the upset and judicial sales. Municipal officials and school districts have reviewed and approved the bids, which range from $100 to $2,250.
Commissioners approved the payment of two invoices. One that amounts to $6,250 for the Office of Human Services represents the agency’s third quarter allotment for fiscal year 2016-17. The other one is for $9,168 and goes to Alcohol & Drug Abuse Services Inc., as a portion of their budget allotment for the period ending March 17, 2017.
May 4 has been designated A Day of Prayer in the county according to the provisions of a proclamation adopted by the commissioners.
In a personnel matter, Kathleen Obermeyer has been appointed to complete Audrey Lane’s unexpired term on the board of the Alcohol and Drug Abuse Services Inc.
