KANE — Borough Council, meeting in special session Wednesday night, voted to accept a $561,075.56 street and roadway paving bid submitted by IA Construction, pending a final review by their Pennsylvania Department of Transportation contact, Shawn Augusti.
Other bids considered were Hagar Paving at $565,312.50 and Glenn O. Hawbaker at $614,110.00.
Councilman Tom Kase made a motion to accept the IA Construction bid, pending the review, which will aim to reduce the total project amount to the target of $500,000. This will be done by eliminating or changing the scope of alternate streets that the council added to the list in February.
The council is targeting a June 1 completion date for the work.
After voting on the paving bids, the council moved on to vote on a resolution allowing Engineering, Architecture and Design Services Group of Clarion to pursue a state Department of Conservation and Natural Resources grant for the Kane’s rehabilitation project of the skate and bike park in Glenwood Park on Hacker Street.
In response to a question from Councilman Denny Drost of why the borough’s grant writer was not completing this specific application, Councilwoman Melanie Clabaugh explained that these types of grants are typically more time-consuming and have shorter deadlines than others they deal with.
Borough Manager Don Payne added that the amount of time to complete this specific application would require more hours than the borough’s grant writer would be able to put in. To overcome this and get the grant submitted in time, the consultant was hired and completed the application on the borough’s behalf.
Payne and Clabaugh added that Engineering, Architecture and Design Services Group came highly recommended by other public managers and service groups citing the firm’s involvement in grants to support the Bradford and Wilcox streetscape projects, the Marienville trailhead project and the U.S. Route 6 Heritage project.
The deadline for the grant application is April 12. Once the application is approved, it will be submitted for public comment by the DCN.
The next regularly scheduled borough meetings will be the workshop 6:30 p.m. April 5 and the borough meeting at 6:30 p.m. April 12.
