SMETHPORT — Smethport Borough Council on Monday approved the proposed 2017 budget that officials said is balanced and keeps tax rates at their current levels.
A breakdown of the budget’s four categories shows the following amounts: general fund — $524,200; water — $581,640; sewer — $505,680; and electric — $1,762,250.
The spending plan has been advertised and is available for review at the borough office.
Council will consider the budget’s official adoption at the December meeting.
In other matters, council adopted the Federal Emergency Management Agency’s floodplain maps that will now allow borough residents to be eligible for purchasing federal floodplain insurance.
The ordinance also requires all persons, partnerships, businesses and corporations to obtain a permit for any construction or development within areas of the borough that are subject to flooding, and allows the borough to set minimum requirements for new construction and development in those areas in order to promote general health, welfare and safety of the community.
The borough is also authorized to establish penalties for failure to comply with the ordinance.
Council briefly discussed but delayed any action of the ordinance to execute a cable television franchise agreement with Comcast of Colorado/Pennsylvania/West Virginia.
Council also discussed, but took no action on, the purchase of a truck for the electric department. The borough plans to secure quotes for a chipper.
A 34-minute executive session was held to discuss legal matters.
