A Seaward Avenue resident presented a petition to the Foster
Township Supervisors on Monday, asking for the street’s speed limit
to be lowered.
Tom Perry handed over 56 signatures to the supervisors,
requesting that a small section from the Bolivar Drive intersection
to a short distance past Byllye Lanes be reduced to a 25 mph speed
limit. The limit is currently posted at 35 mph.
Perry called the street “narrow and congested” and cited several
reasons for a reduced speed limit: school bus traffic; a heavy
population of elderly folks; and plenty of joggers.
The supervisors accepted a copy of Perry’s petition and thanked
him for his work.
As was discussed at last month’s meeting, for a speed limit to
be changed, the Pennsylvania Department of Transportation has to
perform a study on the corresponding road section. Typical driver
speed and traffic levels are monitored.
In other news, audience member Joe Piganelli addressed the
supervisors about the amount of money Foster Township had to spend
for former officer Todd McClain’s criminal trial.
“My curiosity got the best of me, and I just want to know what
this cost the Foster Township taxpayers,” Piganelli said.
McClain had been accused of lying about weapons being stolen
from his vehicle and also of stealing money in 2006 from the police
chief’s office and the McKean County Drug Task Force. He was found
innocent in two separate trials, one of which ended May 30.
Supervisor Chris Wolcott said the trial cost ,3,000 to pay the
officers involved and ,9,400 for attorney’s fees. About ,1,400 of
that is for an upcoming civil suit McClain is filing. The stolen
guns investigation cost nothing to the township because its
resources were not involved at all.
Piganelli had inquired about the township’s fees at a previous
meeting, but Wolcott, who oversees the police department, said he
needed time to compile the figures.
