SMETHPORT – There were some title changes, some new positions
created and some existing positions retitled when the McKean County
Salary Board met Thursday afternoon.
Director of Elections Judy Ordiway quickly won approval for the
creation of the position of assistant director of elections,
effective immediately. The starting rate of pay will be $11.32 an
hour.
Ordiway also asked for a motion that election commissioner
members, David Dalton and Woody Woodruff, be paid for their service
related to the primary, but Tom Ball noted that unless the pay rate
was being changed, no salary board action was need.
Dalton and Woodruff will be paid $250 each, plus mileage
reimbursement.
Charlotte Chew-Sturm, director of Human Services, asked that the
job title of CASSP coordinator be changed to children’s resource
coordinator, and that county caseworker II be retitled resource
coordinator.
Chew-Sturm explained the new titles better describe the
positions as to the work being done.
The next request was for the addition of a contract manager to
the Human Services staff.
Chew-Sturm explained the Office of Developmental Programming
(previously known as the Office of Mental Retardation), Early
Intervention and Mental Health now require more monitoring of
programs for the developmentally disabled.
Also requested were two new caseworker aid positions. Children
and Youth Services Director Duane Wolfe said the aids would help
with a number of necessary tasks that do not require caseworker
qualifications, such as transportation, and would allow caseworkers
to concentrate on their regular work more of the time.
The new aid positions will have hourly wage rates of $8.82,
according to the current contract.
In some title creations, the board was asked to make sure both
county complementary job titles and civil service ones were
available as needed for each position.
The country titles are needed for all, because of references to
those designations in the union contract. The state civil service
titles must also be used in order for reimbursements to be
claimed.
The timetable for promotion was clarified for Caseworker II
Mindy Brown, who had been hired in October of 2004. A civil service
rule change since then provided for shorter periods before
promotion to the next level. The board approved granting Brown
advancement to Caseworker III, at once.
The creation of six Caseworker II positions was approved, as a
means for allowing current Caseworker I personnel to advance. Four
workers could be affected in the near term. The new positions do
not equate to additional hiring, Wolfe explained.
The group met in the conference room of the 911 Center. County
Commissioner Chairman Cliff Lane presided.
